Iohannes Dei gratia rex Anglie dominus Hibern(ie)dux Normandie et Acquitan(ie) comes Andegau(ie) comitibus, baronibus, iusticiariis, vicecomitibus, sen(escal)lis, prepo(s)itis, ministris et omnibus baill(iu)is et fidelibus suis ad quos presens carta peruenerit salutem.  Sciatis quod concessimus dilectis et fidelibus burgen(sibus) nostris de Regula quod eant et reddeant saluo et secure per omnes terras nostras et per omnem potestatem nostram cum omnibus rebus et merchandisis suis et negocientur per easdem libertates quas omnes (sic in ms. for (h)om(in)es)) nostri Burdeg’ habent, et prohibemus super forisfactur(am) nostram quod nullus eis super hoc faciat iniuriam aliquam vel grauamen quia illos et omnia sua recepimus in protectionem et deffencionem nostram.  T(estibus) domino P(etro) Winton’ et domino H.
